What's the federal role in regulating autonomous vehicles?  

On Sept. 20, the National Highway Traffic Safety Administration released its much anticipated self-driving vehicle guidelines. Instant reaction to the guidelines was generally favorable, but further reflection is beginning to reveal a more complicated picture.

As Congress, the states, and industry grapple with the guidance, they will need to consider important questions. These include: what, if any, new authority will Congress need to consider to effectively oversee the development and deployment of self-driving vehicles? Has the correct balance between the state and federal spheres of authority been struck in the guidelines? Do self-driving vehicles require heightened regulatory scrutiny?
